It has actually been modified to do that safely - it has 'guides' on the bucket and at the back to keep it on top of a railcar.

Somebody has pointed this out on the ngauge-modern egroup.

Still looks dangerous, though. And it did appear on a H&S website. I can't imagine the HSE allowing something like that in Britain.

I don't think the HSE would let you stay in bed in the morning in case you suffocated on your bedclothes - but yes, it does look very suspect! :-)
